I have a android 2.3 tablet and i want to use it as a touch screen for my windows 7 PC.I also want that my windows believe that it is a pen\touch input in it. With touch interference like up and down action,etc.

I think it is not possible as both your pc and your phone runs on different operating system.
But if you have a wifi connection than you can do it by just installing an app called ‘Team Viewer’. It is available for both windows and android for free (just search on google and android market). Install it on your pc as well as on your android phone and read instructions on how to use it. Then you can control your pc from your android phone.
